SOP does not move. Your energization does.
In automotive there is one date that is not negotiable. Start of production is set by the OEM's programme, tied to a model launch, and it arrives as a fact rather than a proposal. Around that date sit the tooling, the validation runs and the penalties.
What almost never arrives tied to that same date is the power. SOP is contractual; energization is not.

This is not a prospective risk: it is the central bank documenting that automotive plants in Mexico are already stopping lines. Nor is it isolated. In the BBVA Research–AMPIP survey, 55% of industrial park operators named inadequate electricity supply as the leading factor limiting the arrival of new tenants — more than double insecurity, at 26%.

Three queues that now compound instead of overlapping
1. The interconnection you cannot see. Of the 611 pending requests, roughly 270 were filed in 2023 or earlier, against a statutory maximum of 170 business days. And CENACE's queue files carry no node column and no available-capacity column: they do not say where there is room.
2. The equipment behind the meter. Substation transformers of 25 to 50 MVA at 85–110 weeks, medium-voltage switchgear at 60–80, large gensets at 90–110. The operating rule: if it is not ordered 12 to 18 months before site mobilisation, the schedule is already late.
3. The grid that arrives after your plant. Of 154 transmission works scheduled for 2025–2030, 30 are complete. And project I19, the only one addressing northeast–centre congestion, was due in July 2025 and has no public status.
